Chloe is a young assistant District Attorney wanting to make a name for herself on her first solo case. In this case, she is not so much prosecuting anyone, but negotiating with a local street racing gang to take their activities off the streets and onto the track in an effort to make the streets safer for everyone.

However, Chloe soon finds herself on the negotiating table when she becomes a requirement for the gang to accept the deal. As part of it, she must drink a bottle of Bimbo Juice, transforming her body and her mind, giving her the attributes of a bimbo.
