It's been interesting going back and re-reading these "featured writer" issues of Spawn. Alan Moore has got an okay idea here (people waking up in Hell...), but I think it could have been a 3 or 4-issue storyline, giving more depth to the characters. As it is, there are a lot of splash pages, so there is a lot of art real estate, and not as much for story. Todd's art here is pretty good; he's at the top of his '90s game, even though there's really no Spawn action in the issue. All in all, there is some interesting groundwork laid, but not really much to bite into; feels like it should have been one of those 5-page "Future Shock" twist ending stories from 2000AD.
